หนังสือเดินทางอิเล็กทรอนิกส์ (e-passport) คืออะไร?
คือ หนังสือเดินทางที่มีคุณลักษณะเฉพาะทางเทคนิค (Technical Specifications) ตามข้อกำหนดขององค์การการบินพลเรือนระหว่างประเทศ (ICAO) ซึ่งแตกต่างจาก หนังสือเดินทางแบบเดิม ดังนี้
มีการบันทึกข้อมูลชีวภาพ (biometric data) ได้แก่ ลายนิ้วมือ รูปใบหน้า ไว้ใน Contactless Integrated Circuit ซึ่งฝังอยู่ในเล่มหนังสือเดินทาง
สามารถอ่านได้ด้วยเครื่อง Automatic Gate ณ จุดผ่านแดนระหว่างประเทศ โดยมีการตรวจพิสูจน์โดยอัตโนมัติเพื่อเปรียบเทียบข้อมูลในหนังสือเดินทางกับผู้ถือหนังสือเดินทาง (1: 1)
หนังสือเดินทางอิเล็กทรอนิกส์ดีกว่าหนังสือเดินทางแบบเดิมอย่างไร
สามารถป้องกันการปลอมแปลงได้สูง เป็นมาตรการสำคัญในการสกัดกั้นขบวนการก่อการร้ายข้ามชาติ การลักลอบเข้าเมือง ฯลฯ
สามารถตรวจสอบเพื่อพิสูจน์ตัวบุคคลได้แม่นยำและรวดเร็ว อำนวยความสะดวกต่อการเดินทาง การเข้าเมือง และส่งเสริมการท่องเที่ยว
เสริมสร้างภาพลักษณ์ของประเทศ ทำให้หนังสือเดินทางไทยมีความน่าเชื่อถือ และได้รับการยอมรับในระดับสากลยิ่งขึ้น ส่งผลต่อเนื่องทางบวกด้านเศรษฐกิจการค้า การลงทุนและการท่องเที่ยวของประเทศ

บัตรประจำตัวประชาชนที่มีเลข 13 หลัก
การยื่นคำร้อง
การยื่นคำร้อง ผู้ร้องต้องมายื่นคำร้องด้วยตนเอง เนื่องจากต้องผ่านกระบวนการบันทึกข้อมูลชีวภาพ (ถ่ายภาพใบหน้าและลายพิมพ์นิ้วมือ) โดยมีขั้นตอนดังนี้
รับบัตรคิว
พบเจ้าหน้าที่เพื่อวัดส่วนสูงเก็บข้อมูลชีวภาพ ถ่ายรูปและเก็บลายพิมพ์นิ้วมือด้วยเครื่อง
สแกนเนอร์ นิ้วชี้ขวาและซ้ายข้างละ 2 ครั้ง
ลงชื่อในใบคำร้อง
ชำระเงินค่าธรรมเนียม
รับใบเสร็จรับเงินและใบนัดจ่ายเล่ม
ค่าธรรมเนียม
กระทรวงการต่างประเทศยังคงคิดค่าธรรมเนียมหนังสือเดินทาง อิเล็กทรอนิกส์เท่าหนังสือเดินทางที่ใช้ในปัจจุบัน คือ ราคาเล่มละ 1,000 บาทและมีอายุใช้งาน 5 ปี เช่นเดียวกับหนังสือเดินทางปัจจุบันแต่ได้เพิ่มหน้าจากเดิม 32 หน้าเป็น 50 หน้า
การต่ออายุหนังสือเดินทางอิเล็กทรอนิกส์
เพื่อให้หนังสือเดินทางอิเล็กทรอนิกส์มีประสิทธิภาพการใช้งานได้สูงสุด จึงกำหนดให้หนังสือเดินทางชนิดนี้มีอายุ ใช้งาน 5 ปี
หนังสือเดินทางอิเล็กทรอนิกส์จะไม่มีการต่ออายุ แต่จะออกหนังสือเดินทางเล่มใหม่แทนเล่มเดิม
ไม่อนุญาตให้ลงบันทึกแก้ไขเพิ่มเติมหรือเปลี่ยนแปลงข้อความใด ๆ (เช่นการขอเปลี่ยนชื่อ/นามสกุล) ของผู้ถือหนังสือเดินทางลงในเล่มหนังสือเดินทาง เพื่อป้องกันปัญหาการขาดความน่าเชื่อถือของข้อมูลตัวบุคคลที่บันทึกไว้ใน หน้าหนังสือเดินทางซึ่งอาจขัดแย้งกับข้อมูลที่บันทึกไว้แล้วในไมโครชิพ ดังนั้นหากแก้ไขเปลี่ยนแปลงข้อมูลกระทรวงมหาดไทยเรียบร้อยแล้วต้องทำหนังสือเดินทางเล่มใหม่
ระยะเวลาเริ่มใช้หนังสือเดินทางอิเล็กทรอนิกส์
กำหนดให้บริการออกหนังสือเดินทางอิเล็กทรอนิกส์ ดังนี้
ระยะแรก (26 พฤษภาคม 2548) เปิดให้บริการหนังสือเดินทางอิเล็กทรอนิกส์ประเภททูตและราชการ ที่อาคารกรมการกงสุล ถนนแจ้งวัฒนะ
1 มิถุนายน 2548 เปิดให้บริการออกหนังสือเดินทางอิเล็กทรอนิกส์โครงการนำร่องสำหรับประชาชนวันละประมาณ 100 เล่ม ที่กรมการกงสุล อาคารถนนแจ้งวัฒนะ เพียงแห่งเดียว โดยประชาชนสามารถยื่นคำขอหนังสือเดินทางแบบเดิมที่ใช้อยู่ในปัจจุบันต่อไปจนถึงวันที่ 29 กรกฎาคม 2548 สำหรับผู้ถือหนังสือเดินทางแบบเดิมที่ใช้อยู่ในปัจจุบันสามารถใช้ต่อไปได้จนกว่าจะหมดอายุ
ตั้งแต่วันที่ 1 สิงหาคม 2548 เป็นต้นไป เปิดให้บริการออกหนังสือเดินทางอิเล็กทรอนิกส์ทุกแห่ง ทั้งที่กรมการกงสุล สำนักงานสาขาทั้งในกรุงเทพฯ (ปิ่นเกล้า บางนา) ต่างจังหวัด (ขอนแก่น เชียงใหม่ และหาดใหญ่) และสถานเอกอัครราชทูต สถานกงสุลไทยในต่างประเทศทั้ง 86 แห่ง ทั่วโลก
การรับเล่ม
ผู้ร้องสามารถรับหนังสือเดินทางได้ 2 วันทำการภายหลังจากวันยื่นคำร้อง
โดยที่กระทรวงฯได้ติดตั้งเครื่องอ่านหนังสือเดินทาง อิเล็กทรอนิกส์จำลองเพื่อผู้ร้องสามารถทดสอบการผ่านเข้า-ออกท่าอากาศยานโดยอัตโนมัติไว้ 1 เครื่อง ที่กรมการกงสุล ดังนั้นจึงแนะนำให้ผู้ขอหนังสือเดินทางอิเล็กทรอนิกส์มารับเล่มด้วยตนเอง เพื่อให้ผู้ถือหนังสือเดินทางมีความคุ้นเคยกับการใช้หนังสือเดินทาง อิเล็กทรอนิกส์และระบบตรวจคนเข้าเมืองอัตโนมัติ
ในกรณีจำเป็น อาจมอบอำนาจให้ผู้อื่นรับแทน/อาจร้องขอให้จัดส่งทางไปรษณีย์ด่วนพิเศษ

It was my mom who first suggested an au pair program to me a few years ago, and when an Au Pair in America representative came to my high school and told us more about the program, I knew that this was what I wanted to do. It was the perfect opportunity to take time out before deciding on my future studies and career.
I live in a town called Vienna in the state of Virginia, which is about 20 minutes away from Washington D.C, the Capital. I love living here and it has been great for sightseeing and attractions, plus the parades and festivals have been fun to see. We also have a swimming pool and tennis courts, which are great during the summer! Baltimore and Annapolis are really nice towns and not too far from DC and great for day trips. The beach is not a long drive either!
There are five kids in my host family. I only take care of the 4 youngest children, as the eldest drives and does not really need an au pair. The 13-year-old boy is kind hearted, and a typical teenager. He plays Lacrosse, basketball and is always up for a game of football with his friends. The other thirteen year old was adopted from Russia when she was 2. She loves to dance and aspires to be a cheerleader. The second youngest is 10 and is an outstanding all rounder. Finally, the baby of the family is a caring little 7 year old girl. She loves playing with her Barbie and baby dolls, but she is also a fierce competitor whenever she plays sport. Having so many children means things are never boring! My family is busy, sporty, fun and always on the go!
Going to college here has been a great way to meet new people. I did an interior design and a computer class at a local Community College. I have also travelled quite a bit and have been to Los Angeles, Las Vegas and New York a few times. The Grand Canyon was mind-blowing and driving up Mulholland Drive in LA made me feel like a movie star. I love the fact that I can say that I saw the Hollywood sign! I plan on travelling during my 13th month and would like to go back to Boston and see other parts of the west coast.
The most valuable aspect of being an au pair is that I’ve learned to appreciate and accept different cultures, not only the American culture, but the cultures of all the other au pairs from around the world. I’ve become so proud of my own country and when someone asks me where I’m from, I proudly say South Africa!
My favourite memory of my au pair experience would have to be all the friendships I have made. My host family welcomed me so warmly and they have had such a great impact on my life. The friends I made here will last me a lifetime! I definitely recommend the program!

Toronto is one place you should have to tavel .When I was an aupair in USA , I have a great opportunity went to Vancouver that is spectacular view of Canada . I spent time in Vancouver for 3 days after that taking off to LA for 2 days before heading back to Virginia . That was a nice trip .
It took us a couple of months to find the right au pair for us but we got there in the end. We had a bad experience with one girl who told us, by text, at 11.30pm the day before she was due to start that she had decided to go elsewhere. Charming! Was all for the best though as we then found Sarah. She is great with the kids and they love her. She gets involved on her days off and I hope she feels one of the family. I would recommend an au pair to anyone as it is much more personal that a childminder. She regularly takes the boys out and to toddler groups so they aren't missing out on anything by not being at nursery etc. And it's nice to have another girl about the house!

I came to England in May 2001 together with my boyfriend to work as an au-pair for a family with four children. As naïve as most of the young people who wish to learn English and earn some money.
The beginning was nice. The house was quite old and situated in a very small village close to Braintree. There was a huge garden, left without care for far too long, but it was all so nice and peaceful. Unfortunately only for a few days!
It is very easy to overlook the first signs of danger when you have been in a new place for a short time. All the kids were a bit nervous and looked scared, but we thought that it was because they didn’t know us. We were wrong. So very wrong.
When we discovered the first open bottle of vodka we didn’t know how much our life was about to change. True, we saw the mother in a bad mood most of the time; tired, but we didn’t put two-and-two together. Not at first, anyway.
As the days passed by more and more work and even more responsibility lay on us: washing, cleaning, ironing, cooking, helping with the kids' homework and so on. Sometimes we would find the mother flat-out asleep on the sofa or in the garden or just wherever she happened to be and didn’t have the energy to go to bed. We knew that she was suffering from depression and was taking pills, but at that stage we didn’t realize exactly what was going on.
To describe the father, he was a very typical overworked businessman who came home too late and left too early. His only worries were money and cricket.
The first conflict broke out after just about first month. The mother told us that she didn’t want to see us in the family sitting room while they were there. There wasn’t much we could do so we just agreed and went on as usual. The situation got worse after that. Two of the kids got ear infection and high temperature and the medication was not working properly. We took care of them, doing the best we could, but for their mother it wasn’t enough. That was when the scariest thing happened. During my afternoon thirty-minute break I discovered the little girl lying next to her sleeping drunken mother on the playroom floor. Her face and lips were blue and she wasn’t breathing!
I don’t remember exactly what I did, except that I do remember trying to clear her mouth and check her pulse. By a miracle, with my tiny help I believe, she opened her eyes and started crying. The same moment she threw up. I was so relieved that she was ok I didn’t even realize that I had been soiled and was crying.
When we finally woke up the mother, she refused to take the girl to see a doctor. After a forty five-minute fight we put them in the car ourselves and sped to a medical centre. The doctor said she had a nasty throat infection and her temperature was dangerously high. And that’s why she had vomited. Of course nobody had told him that she stopped breathing for God knows how long - only a parent can be present during a child’s examination.
When we wanted to tell the husband what had happened, the mother threatened to kick us out onto the street. We didn’t know what to do.
After this the grandmother arrived. She was the only person we could talk to. She informed us that her daughter-in-law had been an alcohol addict for several years and that she had promised to stop several times. But it had never worked. The grandmother begged us to stay for the sake of her grandchildren.
A few weeks later the father caught a virus .His wife came to wake us up after 11pm, because she had no idea what to do. We persuaded her to call the emergency service because her husband had a heart problem and high blood pressure. He was taking pills so he couldn’t take any other medication without the doctor’s approval. We applied some wet towels to bring down the temperature and gave him some paracetamol. After a couple of hours his temperature finally came down and we were able to go to bed just for couple of hours before having to get up to prepare all the children for school.
Next day we were told by the wife that despite our help the previous night, she wanted us to leave as soon as possible.
We spent the five longest months of our lives in this family, fearing that we would be considered responsible for anything that happened. When we finally left this unbelievable woman and mother the au-pair agency informed us that she was accusing us of stealing money.
We immediately contacted the husband who without hesitation cleared us of the accusation. He told us he had no idea why his wife had accused us of theft.
How stupid we were at that time! Now we know that we should have called the social services but we were too scared and confused, and just happy to run away.
For a long time I had nightmares and felt guilty about leaving the children in this situation so I used to call the grandmother to check on how they were. But as far as I know, to this day nothing has changed. The same chaos and fear as before, and the children are in the same precarious position.
Now, after almost two years I still feel guilty - but I now understand one very important fact: these were somebody else's kids and they were and are the responsibility of their parents, Not of the au pair!
B50,000 reward for drive-by shooter
PHUKET CITY: Phuket City Police officers have announced a 50,000-baht reward for information relating to a drive-by shooting last Sunday night.
During the attack, on Chao Fa East Rd at 8:30 pm, gunmen in a black pickup pulled alongside a silver-colored sports utility vehicle and opened fire, hitting the car at least six times. The victim managed to drive away unharmed.
At least one eyewitness identified the attackers’ vehicle as a black pickup, police said.
The reward will go to anyone who can provide information that will lead to the arrest of the gunman. Police said the victim is putting up the reward, but the victim told the Gazette that he was unaware of any such arrangement.
