BANGKOK: Thai and US law enforcement officials today announced a 1-million-baht reward for information leading to the capture of Saner Wonggoun, a most-wanted US fugitive believed to be hiding in Thailand.
Saner, alias “Shorty” or “Buck”, is wanted in connection with the 1994 murder of his pregnant wife and their eight-month-old unborn child.
Saner, born in Nakon Nayok Province in 1947, went to live in the US at the age of 21. He joined the US Air Force in the mid-1970s and became a naturalized US citizen in 1978.
On August 1981, he married Sopha Yodpet and they later had two children.
In January 1994, the body of a pregnant woman, later identified as Sopha, was found wrapped in a sleeping bag and dumped along a deserted road in California. When the police attempted to contact Saner for questioning, they discovered he had abandoned his two children with a neighbor and bought a one-way ticket to Bangkok. Thai Immigration has confirmed that Saner arrived in Bangkok on January 14, 1994.
Saner’s last known location is Thailand. His hometowns are Nakon Nayok and Prachinburi. Saner is currently 59 years of age. He was 150 centimeters (5' 0") tall and weighed 61 kilograms (135 pounds) at the time of the murders.
He had a 3.5-cm scar on the left side of his chin and a scar on his left wrist. He can speak English and has worked as an artist and gardener. Saner may have changed his name and/or appearance to avoid capture.

Phuket Carnival to be record-breaker
PATONG: This year’s Phuket Carnival, a celebration held to ring in the official start of the high season for tourism, is being touted to be the biggest ever with a record 3 million baht in funding provided by the Phuket Tourist Association.
This year’s activities will be centered along Thaweewong Rd, between Soi Bangla and the Holiday Inn on Soi Ruamjai, both of which will be closed to traffic from 5 pm to midnight during the three nights of celebration.
Two stages will be erected on the beach for the festival: the main stage will be near the Soi Bangla Intersection and the other near Holiday Inn (Stage 2).
Along Thaweeeong Rd will be One Tambon One Products (OTOP) products for sale, food-and-beverage booths set up by 20 hotels, spa services such as foot massage, and many other activities.
The highlight will be the opening parade at 5 pm November 1, which will start in front of the Graceland Resort and proceed to its finish near Holiday Inn.
Among the entertainment line-up is a concert of a fusion of Latin, jazz and traditional Thai music by by Thai star Boy Thai, a mini-concert by top Thai alternative rock band Modern Dog and a “Bikini Runway” by 100 Thai and foreign models, including Methinee Kingpayone.
PHUKET CITY: More than 10,000 people took part in a parade on Monday as part of the Phuket Vegetarian Festival.
The parade included representatives of 18 shrines, many businesses as well as students from schools around Phuket . The procession started at 4 pm at Queen Sirikit Park on Thalang Road and walked along Phuket Rd to Saphan Hin, where a ceremony in honor of HM the King’s diamond jubilee was held.
